The focus and aim of each faction would be on capturing key points and locations around the world map reinforcing and providing resources and defence to their own city. Gameplay: I would have the game work by having each faction owning their own faction city (complete with starter zone, quest hubs and usual city building such as AH, bank ect). You could of course have a multi-faction LFG finder for story instances.
Players would be more encouraged to work together due to a smaller than average pool of players to play with. Why 9 factions you ask? Well I think having the player base split into various factions would create a large sense of unity and loyalty to your faction.
